THE ANNUAL APPROVAL TAX
0 weeks.

The average NZ government IT programme loses 32+ weeks of total momentum to procurement cycles as it traverses from design, to build, to run. The delay isn't technical complexity. It's a fragmented resourcing model.

Budget approved. Procurement delayed.

Funding sits idle while operational teams wait for sequential SOW sign-offs.

Context lost between vendors.

Handing off from strategy to delivery means rebuilding institutional knowledge.

Roadmap stalls, team burns time.

Internal momentum dies in the gaps between contract finalisations.

HOW IT WORKS

One Envelope. Three Deployment Modes.

Keep the lights on.

Service desk, infrastructure support, managed identity, security operations, 24/7 coverage.

You hand off operational responsibility.

BUILD

Outcome-based projects.

Cloud migration, network modernisation, security uplift, DR capability builds.

You define the outcome.

We deliver it.

Commercial: SOW via Govt Marketplace
SCALE

Agile resource deployment.

Specialist engineers, project managers, BAs. Backfill for leave. Surge for rollouts.

You own the outcome.

We provide the people, fast.

Common Questions

Procurement & Delivery FAQ

Does this model align with Government Procurement Rules?
Yes. In fact, it's designed to support the 5th Edition Rules' focus on "Public Value" and "Streamlined Delivery". By consolidating transactional SOWs into an outcome-based partnership, you reduce administrative overhead while maintaining full transparency on rates and deliverables.
Is this a retainer model? Do I pay for unused capacity?
No. You only pay for what you use. The commercial model flexes based on the mode: Managed Services are fixed monthly fees, Projects are milestone-based, and Plan resources are T&M. We simply consolidate the engagement framework so you don't need new contracts to switch between them.
Can a contractor move from 'Plan' to 'Build'?
Absolutely. This is the core benefit. If a specialist engineer (Plan) is needed for a specific project deliverable (Build), we shift them to that work stream. You get continuity of knowledge without having to offboard a contractor and onboard a vendor.
Does this replace our existing Panel Providers?
No, it complements them. Most providers sit on one side - either a recruitment panel focusing on bodies, or SIs focusing on big projects. We sit in the middle, providing the agility to move between individual capability and project outcomes as your programme demands.
